The Vocational and Technical Education Project in Vietnam was funded by the Asian Development Bank, Agence Française de Développement, the Japan International Cooperation Agency, the Nordic Development Fund and the Government of Vietnam.
To overhaul Vietnam’s vocational and technical education system, these partners supported a project to help improve the vocational education system’s market orientation, upgrade 15 key schools by developing curricula and instructional materials, improve equipment and facilities, and strengthen institutional capacity in the General Department of Vocational Training. This included establishing a labour market information system for program accreditation and technical certification systems, improving access for women and minority students, staff development, and private sector participation.
Scope Global was a member of the management consortium that provided the leadership, project management and international and domestic consultants for the initial project from inception to early 2004. A project extension for two years was awarded and this concluded in 2006.
Scope Global also provided two key short-term advisers (Disadvantaged Persons Specialist and Financial Management Specialist). These advisors played a key role in policy development (particularly with regards to women, ethnic and other disadvantaged groups) and developing 15 schools to increase their efficiency in terms of financial management.
