The Kiribati Technical and Vocational Education and Training Sector Strengthening Program

The Kiribati Technical and Vocational Education and Training Sector Strengthening Program (TVETSSP) was a 5.5 year program undertaken in two phases, which commenced in January 2011. The program was designed to assist the development of workforce skills in Kiribati and was funded by the Australian Department of Foreign Affairs and Trade.

The long-term goal of the program was to support the Government of Kiribati’s vision for an internationally respected national TVET system that plays a valued role in improving national economic growth and increasing the employability of the people of Kiribati at home and abroad, especially its young women and men.

The program sought to support mutually agreed improvements in the quality, quantity, scope and equity of training provided by the Kiribati Institute of Technology (KIT), while also supporting the development of an integrated and accountable TVET sector that can respond to demand from employers and individuals for quality-assured training that increases workplace productivity, broadens work opportunities for I-Kiribati at home and abroad and contributes to economic growth and social equity.

In implementing this program, Scope Global worked closely with DFAT and the Government of Kiribati’s Ministry of Labour and Human Resource Development to:

  • Develop a comprehensive TVET Strategy, which is currently guiding Government of Kiribati TVET planning and review
  • Develop a Gender Access and Equity Policy and a Disability Inclusive Policy for the Ministry, which are being used to guide related policies and procedures within KIT
  • Reform and progress apprenticeship and trade testing
  • Establish TVET advisory mechanisms through five Industry Training Advisory Committees (ITACs) in priority industry areas. The ITACs and associated supporting processes are transforming delivery at KIT from a supply to demand driven TVET delivery model
  • Increase the number of graduates from KIT by 40% with more than 800 i-Kiribati women and men graduating over the life of the program
  • Ensure that KIT graduates receive a high quality vocational education and gain an internationally recognised qualification through auspice agreements with Australian registered training organisations
  • Steadily increase the participation of women in accredited courses (including non-traditional trade courses) with the percentage of new enrolments of females at KIT exceeding 50% at the end of the program
  • Provide KIT graduates with access pathways to work or further education – a majority of graduates have been employed or self-employed since graduating, and almost a third have engaged in further study
  • Put in place the foundations of a well-functioning TVET institution that includes implementing strategies to enhance the leadership, management, planning and teaching skills of staff.
