Kiribati Strengthened Public Financial Management

The goal of this technical assistance project was to strengthen fiscal discipline and resource allocation with the Government of Kiribati. It was developed in response to the Government’s call for technical assistance on public financial management in 2010 to address priority weaknesses identified through the public expenditure and financial accountability assessment.
As a result, a public financial management plan was developed to provide coherent and coordinated guidance on reform activities. The plan indicated three priority areas:
- Improving accounting practices
- Strengthening revenue management and policy
- Building capacity in the Ministry of Finance and Economic Development.
Scope Global was engaged by the ADB to manage all aspects of this project. Scope Global recruited international and local technical assistance staff and worked closely with ADB and the Ministry to implement the project.
The project resulted in the restructuring of the National Economic and Planning Office along sector rather than functional lines, the installation of Attaché software in all Ministries to enable staff to monitor commitment and expenditure control, and the implementation of a training program on Attaché use and functions.
