In response to high priority formal and informal skills development needs in the construction trades, Scope Global designed and implemented the DFAT and South Australian Government funded Timor-Leste Basic Skills Training Project from 2008 – 2012.
This project provided skills training for disadvantaged Timorese youth in partnership with the Dili Institute of Technology and Don Bosco Training Centres in both Dili and Bacau and aimed to increase their prospects for employment.
Scope Global worked closely with the training institutes to increase training quality to Certificate II level in courses for masonry, carpentry, plastering, tiling, plumbing, electrical wiring and metal fabrication. In designing and managing the project, Scope Global:
The project was implemented in close cooperation with local industry (including work placements) and the Timorese Government’s Sekretaria Estadu Formasaun Professional no Emprego (SEFOPE) or State Secretariat of Professional Training and Employment.
Certificate II construction trades qualifications based on Australian standards were issued in line with the Timor-Leste National Qualifications Framework.
The project achieved positive outcomes, with learners graduating with marketable and recognised qualifications. Approximately 70% of the project’s 450 graduates secured employment and 15% accessed further studies through educational pathways that were established under the project. Furthermore, the project contributed to the establishment of a competency-based technical and vocational education and training system in Timor-Leste and resulted in industry sub-commissions being established linking industry needs with vocational training courses.
